Analyzes of current policies on language teaching in Europe (common characteristics of Member States? policies and presentation of the principles of the Council of Europe). Information required for the formulation of language education policies (methodologies for design, aspects / factors to consider in the decision), the implementation of language education policies (guiding principles and policy options for decision makers by providing diversification in the choice of languages learned and in promoting the development of plurilingual competence; inventory of technical means and description of each ?solution? with indicators of cost, lead time, the means, the consequences of teacher training, the administration, etc.). It is in fact a revised version of a previous Council of Europe document originally known as ?Guide for Examiners (1996), who was one of several users guides user controlled by the Council of Europe to accompany the first draft of the CEFR in 1996/7.
It presents approaches to policy rather than policy as such, and is designed to meet the needs of different educational contexts. Its purpose is to provide a response to the need to formulate language policies for plurilingualism and diversification in an organized manner, so that decisions are linked. Accordingly, the Guide does not promote any particular language education policy but attempts to identify the challenges and possible responses in the light of common principles. To ensure that the reference levels in the Common European Framework of Reference for Languages (CEFR) are interpreted the same way by all the professionals of the language, the Language Policy Division is currently developing these documents illustrating levels in a number of languages.
The main objective of this manual is to help test developers to develop, apply and report transparent procedures, practices in a cumulative process of continuous improvement in order to situate their examination (s) in relation to the CEFR. As indicated in Chapter 4 (section 4.3.1.) From Manual, forms and related tables are provided for each of communicative language activities (CEFR Chapter 4) and aspects of communicative language proficiency (CEFR Chapter 5). Forms are tools to provide a detailed analysis of the examination or test in question and link the examination / test subscales relevant CEFR. In most forms, a brief description, reference and / or justification is required. The document is intended for those who influence formulates and implement policy language teaching at all levels.
While making these forms freely available, the Language Policy Division said that it is not the role of the Council of Europe in order to verify and validate the quality of the relationship between language examinations and skill levels of the CEFR and Member States are responsible for ensuring the quality and fairness of tests and evaluations based on the guidelines issued by the Council of Europe, rather than vis-?-vis the Council of Europe, c is to its own students and its European partners that we have a responsibility to coherent, realistic use of the CEFR. This Supplement Reference Manual to accompany ?Linking Language Examinations to the Common European Framework of Reference for Languages: Learning, Teaching, Assessment (CEFR).? Its aim is to provide users with additional information handbook that will help in efforts to relate their certificates and diplomas to the CEFR.

N. Korea: Detained American has 'admitted his crime'

SEOUL ? North Korea confirmed on Friday that it had detained an American tourist on charges of perpetrating a crime against the state and said it is putting him through criminal proceedings, indicating it is set to try him.
Kenneth Bae, a Korean American tourist who?traveled?to visit North Korea last month, was detained?by police in the reclusive state, associates of his family and activists in Seoul said last week.
His custody comes amid tension between Pyongyang and Washington over a recent North Korean rocket launch, which U.S. officials consider a provocative test of ballistic missile technology.
"In the process of investigation, evidence proving that he committed a crime against the DPRK was revealed. He admitted his crime," the state news agency KCNA reported.
KCNA said Swedish Embassy officials had visited Bae on Friday but provided no details of his condition or of the crime he was charged with.
Sweden handles the affairs of U.S. citizens in North Korea because the United States does not have diplomatic relations with North Korea, or the Democratic People's Republic of Korea (DPRK), as it is officially known.
According to North Korean law, the punishment for hostile acts against the state is five to 10 years of hard?labor.

Kookmin Ilbo, a South Korean newspaper owned by an evangelical church, had said Bae had been arrested for carrying a computer hard disk that contained footage of North Korea executing defectors and dissidents.

U.S. citizens of Korean descent have previously run into trouble in the North. Robert Park, a missionary, was detained after entering the country in late 2009 and said he was tortured for protesting against human rights abuses.
Earlier that year, former president Bill Clinton flew to Pyongyang to secure the release of two American journalists who had entered North Korea illegally.

The two were sentenced to 12 years of hard labour in a work camp for crossing the border illegally and "committing hostile acts".
North Korea, which has twice tested nuclear devices, launched a rocket on Dec. 12 that put an object into orbit.
The launch drew U.N. condemnation as a violation of a ban on missile-related activities, but the North has said it was exercising its right to space exploration.

Good communication with vet will protect pets - Dog's Best Life ...

We have a procedure we follow when clients leave their pets with us for routine anesthetic procedures. We make sure the animal has been feeling well, that it hasn?t been fed since the previous evening, and we ask if the owner has any concerns or questions about the procedure.
Yesterday, before leaving her cat with us for the day a client answered the last question with a question of her own. She asked us what were the chances that that her cat would be accidentally euthanized while it?s here.
It?s a startling question, but I know why she asked it. The news told recently of a cat euthanized by accident by a veterinarian on the East Coast. The cat was dropped off by the owner?s son for a flea bath; somehow, the wrong consent form was used and the son mistakenly consented to euthanasia.
I have no doubt that all parties involved, especially the veterinarian, are devastated by this tragedy. But it?s hard to figure how a communication error of this magnitude could have occurred. It?s not clear whether the technician simply grabbed the wrong form and said, ?sign here,? or whether she completely misunderstood what the owner wanted. What?s also puzzling to me is how a veterinarian gets handed a cat and told that the owner wants to euthanize it and then does it without being the slightest bit curious as to what has led the owner to that irreversible decision.
At our clinic, whenever a pet is left for any reason, we perform a complete verbal review with the owner of what procedures are to be performed and what the estimated cost will be. This happens whether the procedure is a nail trim or major surgery. Our consent form lists the authorized procedures that we have verbally agreed to, and the owner signs this and leaves the best phone number at which to be reached, should the need arise to change the agreed-upon plan.
It?s also our policy that euthanasia does not occur without the client meeting with the veterinarian to discuss the pet?s condition and the specific reasons that the owner has decided to euthanize it. No matter how busy we are, we always take the time to sit down with owners and counsel them. Sometimes we can provide other options, such as finding a new home for a pet that is no longer wanted or pain relief that might help an older animal feel well again.
I?d like to believe that this incident will inspire veterinarians around the country to review their procedures with respect to how they communicate with clients about their pets, who clearly can?t speak for themselves. As a pet owner you have a right to expect clear, concise communication regarding what happens to your pet when you leave it. You would expect no less from your auto mechanic, so why not demand it from your veterinarian?
