Millions in Northeast struggle after massive storm

NEW YORK (Reuters) - The northeastern United States battled epic flood waters and lengthy power outages on Tuesday after the massive storm Sandy pummeled the coast with a record storm surge, high winds and heavy rains that killed at least 45 people and caused billions of dollars in losses.

Millions of people in New York City and other hard-hit areas will spend days or weeks recovering from a storm already seen as far more destructive that Hurricane Irene, which slammed into the same region a year ago. One disaster modeling company said Sandy may have caused up to $15 billion in insured losses.

The storm killed 18 people in New York City, among 23 total in New York state, while six died in New Jersey. Seven other states reported fatalities.

Some 8.2 million homes and businesses in several states were without electricity as trees toppled by Sandy's fierce winds took down power lines.

Sandy hit the coast with a week to go to the November 6 presidential election and turned its fury inland with heavy snowfall, dampening an unprecedented drive to encourage early voting and raising questions whether some polling stations will be ready to open on Election Day.

New York City will struggle without its subway system, which was inundated and will remain shut for days. Much of the Wall Street district was left underwater but officials hoped to have financial markets reopen on Wednesday.

Sandy was the biggest storm to hit the country in generations when it crashed ashore with hurricane-force winds on Monday near the New Jersey gambling resort of Atlantic City, devastating the Jersey Shore tourist haven. Flood waters lifted parked cars and deposited them on an otherwise deserted highway.

With the political campaign and partisanship on hold, Democratic President Barack Obama and Republican New Jersey Governor Chris Christie planned to tour New Jersey disaster areas on Wednesday.

"It's total devastation down there. There are boats in the street five blocks from the ocean," said Peter Sandomeno, an owner of the Broadway Court Motel in Point Pleasant Beach, New Jersey.

Christie, who has been a strong supporter of Republican presidential challenger Mitt Romney, praised Obama and the federal response to the storm.

Obama and Romney put campaigning on hold for a second day but Romney planned to hit the trail again in Florida on Wednesday and Obama seemed likely to resume campaigning on Thursday for a final five-day sprint to Election Day.

Obama faces political danger if the government fails to respond well, as was the case with predecessor George W. Bush's botched handling of Hurricane Katrina in 2005. Obama has a chance to show that his administration has learned the lessons of Katrina and that he can lead during a crisis.

NEW YORK UNDER WATER

Sandy brought a record storm surge of almost 14 feet to downtown Manhattan, well above the previous record of 10 feet during Hurricane Donna in 1960, the National Weather Service said.

The storm forced New York City to postpone its traditional Halloween parade, which had been set for Wednesday night in Greenwich Village and threatened to disrupt Sunday's New York City marathon.

The lower half of Manhattan went dark when surging seawater flooded a substation and as power utility Consolidated Edison shut down others pre-emptively. Some 250,000 customers lost power.

Fire ravaged the Breezy Point neighborhood in the borough of Queens, destroying 110 homes and damaging 20 while destroying still more in the nearby neighborhood of Belle Harbor. Remarkably, no fatalities were reported.

"To describe it as looking like pictures we've seen of the end of World War Two is not overstating it," New York Mayor Michael Bloomberg said after touring the area. "The area was completely leveled. Chimneys and foundations were all that was left of many of these homes."

Hospitals closed throughout the region, forcing patients to relocate and doctors to carry premature babies down more than a dozen flights of stairs at one New York City facility.

While some parts of the city went unscathed, neighborhoods along the East and Hudson rivers bordering Manhattan were underwater and expected to be without power for days, as were low-lying streets in Battery Park near Ground Zero, where the World Trade Center stood before the September 11, 2001, attacks.

"I'm lucky to have gas; I can make hot water. But there is no heating and I'm all cold inside," said Thea Lucas, 87, who lives alone in Manhattan's Lower East Side.

DESTRUCTION THROUGHOUT REGION

Airlines canceled more than 18,000 flights, though two of the New York City area's three major airports planned to reopen with limited service on Wednesday.

Cellphone service went silent in many states and some emergency call centers were affected.

Some cities like Washington, Philadelphia and Boston were mostly spared but he storm reached as far inland as Ohio and parts of West Virginia were buried under 3 feet (1 meter) of snow, a boon for ski resorts that was one of the storm's few bright spots.

The western extreme of Sandy's wind field buffeted the Great Lakes region, according to Andrew Krein of the National Weather Service, generating wind gusts of up to 60 mph on the southern end of Lake Michigan and up to 35 mph Chicago.

In Cleveland, buildings in the city's downtown area were evacuated due to flooding, police said. Winds gusting to 50 mph brought down wires and knocked out power to homes and business. City officials asked residents to stay inside and for downtown businesses to remained closed for the day.

Amid the devastation there was opportunity. Snowmakers at Snowshoe Mountain in the mountains of West Virginia had their equipment running at full speed on Tuesday, taking advantage of the cold temperatures to build the 24-30 inch base they need to open for skiing by Thanksgiving.

"There are snowmakers out there making snow in what was a hurricane and blizzard," said Dave Dekema, marketing director for the resort, which received a foot-and-a-half of snow, with another foot or two expected.

The resort's phones, email account and Facebook pages were "going crazy," Dekema said, with avid skiers and snowboarders wondering if there was any chance of getting out on the mountain this weekend. He said that was unlikely.

Pink Bus a Reminder of Breast Cancer Battle

October may be almost over, but breast cancer awareness will continue year round in Lincoln.

Breast cancer survivors signed the Star Tran pink bus at Saint Elizabeth Regional Medical Center Tuesday.

It's a chance for these women to reflect on their battle or remember those who lost.

It's also a reminder of the importance of early detection.

For survivor Juanita Phillips, the cause is all about family.

She says, "We have a family history. My mother had breast cancer and my older sister was also diagnosed the year before I was so it always means a lot to us to support everything we can with breast cancer."

The pink bus is part of Lincoln's Star Tran fleet and will be cruising around the capital city for the next year.

New York paralyzed as Sandy slams into eastern U.S.

NEW YORK (Reuters) - Sandy, one of the biggest storms ever to hit the United States, battered the nation's eastern seaboard on Tuesday, swamping New York City streets with record levels of floodwater, blacking out power to millions of people and bringing transportation to a halt through much of the region.

At least 13 people were reported killed in the United States by Sandy, which dropped just below hurricane status before going ashore in New Jersey on Monday, according to officials and media reports. More than 1 million people across a dozen states were under orders to evacuate as the massive system continued to plow westward.

One disaster forecasting company predicted economic losses could ultimately reach $20 billion, only half insured.

The storm also slowed the presidential campaign at a key time ahead of next week's vote and closed U.S. markets for two days.

Sandy, which was especially imposing because of its wide-raging winds, brought a record surge of almost 14 feet to downtown Manhattan, well above the previous record of 10 feet during Hurricane Donna in 1960, the National Weather Service said.

Water poured into the subway system and tunnels that run under the rivers around Manhattan, raising concerns that the world's financial capital could be hobbled for days to come.

"Hitting at high tide, the strongest surge and the strongest winds all hit at the worst possible time," said Jeffrey Tongue, meteorologist for the weather service in Brookhaven, New York.

Hurricane-force winds as high as 90 miles per hour were recorded, he said.

"Hopefully it's a once-in-a-lifetime storm," Tongue said.

Large sections of New York City were in darkness without power and transportation in the metropolitan area was at a standstill.

"In 108 years our employees have never faced a challenge like the one that confronts us now," Metropolitan Transportation Authority Chairman Joseph Lhota said in a statement.

It could take anywhere from 14 hours to four days to get the water out of the flooded subway tunnels, the MTA said.

"The damage has been geographically very widespread throughout the entire subway, bus, LIRR (Long Island Railroad) and Metro North system, MTA spokesman Aaron Donovan said.

50-PLUS HOMES BURN

The unprecedented flooding was hampering efforts to fight a massive fire in one of the city's barrier island neighborhoods, Breezy Point in the borough Queens, the New York Fire Department said. More than 170 firefighters battled a fire that destroyed more than 50 homes.

Two people were reported dead in New York City - a man in a house hit by a tree and a woman who stepped into an electrified puddle of water. Two other people were killed in suburban Westchester County, north of New York City, and a motor vehicle death in Massachusetts was blamed in part on the bad weather.

Two others were killed in Maryland in storm-related incidents, state authorities said, and deaths also were reported in Connecticut, New Jersey, Pennsylvania and West Virginia, CNN said.

Toronto police also recorded one death - a woman hit by flying debris.

Some 6.8 million people in several states were left without electrical power by the storm, which crashed ashore late on Monday near the gambling resort of Atlantic City, New Jersey.

In New Jersey, Exelon Corp declared an alert around its Oyster Creek nuclear power plant because of rising waters, the U.S. Nuclear Regulatory Commission said. Officials said if waters rose further, they might be forced to use emergency water supplies to cool spent uranium fuel rods.

An alert-level incident, the second-lowest of four action levels, means there's a "potential substantial degradation in the level of safety" at a reactor.

The storm's wind field stretched from South Carolina north to the Canadian border and from West Virginia to a point in the Atlantic Ocean halfway to Bermuda, easily one of the largest ever seen, the National Hurricane Center said.

Heavy snow fell in higher elevations of the Appalachian Mountain inland, and the population centers of Baltimore, Philadelphia and Washington, D.C., were in the slow-moving storm's path.

In New York, a crane partially collapsed and dangled from a 90-story luxury apartment building under construction in midtown Manhattan, and authorities evacuated residents in the area out of fear that high winds would bring the entire rig down.

Much of the city was deserted, as its subways, buses, commuter trains, bridges and airports were closed.

Neighborhoods along the East and Hudson rivers were underwater, as were low-lying streets near Ground Zero, where the World Trade Center once stood.

Power and back-up generators failed at New York University Hospital, forcing patients to be moved elsewhere for care.

In lower Manhattan, firefighters used inflatable orange boats to rescue utility workers stranded for three hours by rising floodwaters inside a power substation.

One of the Con Ed workers pulled from the floodwater, Angelo Amato, said he was part of a crew who had offered to work through the storm.

"This is what happens when you volunteer," he said.

MARKETS, CAMPAIGN IMPACTED

Trees were downed across the region, falling debris closed a major bridge in Boston and floodwater and gusts of wind buffeted coastal towns such as Fairfield, Connecticut, home to many commuters into New York City.

With eight days to go before the election, President Barack Obama and Republican challenger Mitt Romney canceled scheduled campaign events and acted cautiously to avoid coming across as overtly political while millions of people are imperiled.

U.S. stock markets were set to be closed on Tuesday. They closed on Monday for the first time since the attacks of September 11, 2001.

The federal government in Washington was closed and schools were shut up and down the East Coast.

NYSE Euronext said there had been no damage to the New York Stock Exchange headquarters that could impair trading floor operations but it was making contingency plans in case of such damage.

Sandy killed 66 people in the Caribbean last week before pounding U.S. coastal areas.

Decline in incidence of heart attacks appears associated with smoke-free workplace laws

ScienceDaily (Oct. 29, 2012) ? A decline in the incidence of myocardial infarction (MI, heart attack) in one Minnesota county appears to be associated with the implementation of smoke-free workplace laws, according to a report published Online First by Archives of Internal Medicine, a JAMA Network publication.

Exposure to secondhand smoke (SHS) is associated with coronary heart disease (CHD) in nonsmokers, and research suggests that the cardiovascular effects of SHS are nearly as large as those with active smoking, according to the study background. Elimination of smoking in public places, such as by smoke-free laws and policies, has the potential for reducing smoking and perhaps cardiovascular events.

Richard D. Hurt, M.D., and colleagues at the Mayo Clinic, Rochester, Minn., evaluated the incidence of MI and sudden cardiac death (SCD) in Olmsted County, Minn., during the 18-month period before and after implementation of smoke-free ordinances. In 2002, a smoke-free restaurant ordinance was implemented and, in 2007, all workplaces, including bars, became smoke free.

"We report a substantial decline in the incidence of MI from 18 months before the smoke-free restaurant law was implemented to 18 months after the comprehensive smoke-free workplace law was implemented five years later," the authors comment.

When comparing the 18 months before implementation of the smoke-free restaurant ordinance with the 18 months after implementation of the smoke-free workplace law, the incidence of MI declined by 33 percent from about 150.8 to 100.7 per 100,000 population, and the incidence of SCD declined by 17 percent from 109.1 to 92 per 100,000 population.

"All people should avoid SHS exposure as much as possible, and those with CHD should have no exposure to SHS," the authors conclude.

Commentary: Extending the Health Benefits of Clean Indoor Air Policies

In an invited commentary, Sara Kalkhoran, M.D., and Pamela M. Ling, M.D., M.P.H., of the University of California, San Francisco, write: "The results of the study by Hurt et al highlight some of the potential benefits of 100 percent smoke-free policies in workplaces, restaurants and bars: significantly decreased incidence of myocardial infarction and a trend toward decreased sudden cardiac death."

"Moving forward, we should prioritize the enforcement of smoke-free policies, eliminating loopholes in existing policies as well as encouraging expansion of smoke-free policies to include multiunit housing, motor vehicles, casinos and outdoor locations," they continue.

"Exposure to SHS should not be a condition of employment, and all workers, including those of lower income and those in the service and hospitality industries, should have equal protection from SHS exposure," they conclude.

No Nexus (yet) today? Catch up on Windows Phone 8 instead

Android Central

Yeah, yeah. Everybody's waiting on pins and needles to see what (if anything) Google's going to announce today, given that the Nexus event in New York City was canceled because of Hurricane Sandy.

Nexus ain't the only game in town today, though. We're Android through and through, but we also like shiny new toys as much as anyone. So we're going to be kibitzing on WPCentral's coverage of the Windows Phone 8 launch.

Frankly, I'm more than a little interested, given how impressed I've been so far with Windows 8.

So head on over to WPCentral, and let's see what's what. But don't forget to swing back by these here parts -- we've got a feeling it won't be an entirely quiet afternoon.

SHIP BOTTOM, N.J. (AP) ? Forget distinctions like tropical storm or hurricane. Don't get fixated on a particular track. Wherever it hits, the behemoth storm plodding up the East Coast will afflict a third of the country with sheets of rain, high winds and heavy snow, say officials who warned millions in coastal areas to get out of the way.

"We're looking at impact of greater than 50 to 60 million people," said Louis Uccellini, head of environmental prediction for the National Oceanic and Atmospheric Administration.

As Hurricane Sandy trekked north from the Caribbean ? where it left nearly five dozen dead ? to meet two other powerful winter storms, experts said it didn't matter how strong the storm was when it hit land: The rare hybrid storm that follows will cause havoc over 800 miles from the East Coast to the Great Lakes.

Governors from North Carolina, where steady rains were whipped by gusting winds Saturday night, to Connecticut declared states of emergency. Delaware ordered mandatory evacuations for coastal communities by 8 p.m. Sunday.

New Jersey Gov. Chris Christie, who was criticized for not interrupting a vacation in Florida while a snowstorm pummeled the state in 2010, broke off campaigning for Republican presidential nominee Mitt Romney in North Carolina on Friday to return home.

"I can be as cynical as anyone," said Christie, who declared a state of emergency Saturday. "But when the storm comes, if it's as bad as they're predicting, you're going to wish you weren't as cynical as you otherwise might have been."

Eighty-five-year-old former sailor Ray Leonard agreed. And he knows to heed warnings.

Leonard and two crewmates in his 32-foot sailboat, Satori, rode out 1991's infamous "perfect storm," made famous by the Sebastian Junger best-selling book of the same name, before being plucked from the Atlantic off Martha's Vineyard, Mass., by a Coast Guard helicopter.

"Don't be rash," Leonard said Saturday from his home in Fort Myers, Fla. "Because if this does hit, you're going to lose all those little things you've spent the last 20 years feeling good about."

Sandy weakened briefly to a tropical storm Saturday but was soon back up to Category 1 strength, packing 75 mph winds. It was about 275 miles south-southeast of Cape Hatteras, N.C., and moving northeast at 14 mph as of 2 a.m. Sunday, according to the National Hurricane Center.

The storm was expected to come ashore late Monday or early Tuesday in the mid-Atlantic, before reaching southern New England later in the week.

It was so big, however, and the convergence of the three storms so rare, that "we just can't pinpoint who is going to get the worst of it," said Rick Knabb, director of the National Hurricane Center in Miami.

Officials are particularly worried about the possibility of subway flooding in New York City, said Uccellini, of NOAA.

New York Gov. Andrew Cuomo told the Metropolitan Transportation Authority to prepare to shut the city's subways, buses and suburban trains. The city closed the subways before Hurricane Irene last year, and a Columbia University study predicted that an Irene surge just 1 foot higher would have paralyzed lower Manhattan.

Up and down the Eastern Seaboard and far inland, officials urged residents and businesses to prepare in ways big and small.

On Saturday evening, Amtrak began canceling train service to parts of the East Coast, including between Washington, D.C., and New York. Airlines started moving planes out of airports to avoid damage and adding Sunday flights out of New York and Washington in preparation for flight cancellations on Monday.

The Virginia National Guard was authorized to call up to 500 troops to active duty for debris removal and road-clearing, while homeowners stacked sandbags at their front doors in coastal towns.

"You never want to be too naive, but ultimately, it's not in our hands anyway," said Andrew Ferencsik, 31, as he purchased plywood and 2-by-4 lumber from a Home Depot in Lewes, Del.

Utility officials warned rains could saturate the ground, causing trees to topple into power lines, and told residents to prepare for several days at home without power.

President Barack Obama was monitoring the storm and working with state and locals governments to make sure they get the resources needed to prepare, administration officials said.

In Ship Bottom, N.J., just north of Atlantic City, Alice and Giovanni Stockton-Rossini spent Saturday packing clothing and other items in their home, a few hundred yards from the ocean on Long Beach Island. Their neighborhood was under a voluntary evacuation order, but they didn't need to be forced.

"It's really frightening," Alice Stockton-Rossi said. "But you know how many times they tell you, 'This is it, it's really coming and it's really the big one' and then it turns out not to be? I'm afraid people will tune it out because of all the false alarms before ... (but) this one might be the one."

In North Carolina's Outer Banks, a group of about 20 people was forced to wait out the storm on Portsmouth Island, a former fishing village that is now uninhabited and accessible only by private ferry.

"We tried to get off the island and the ferry service shut down on us," said Bill Rowley, 49, of Rocky Mount, N.C.

Rowley said he could see 15-foot seas breaking over the island's dunes, enough to bring water to the island's interior.

"We'll be inundated and it'll probably be worse tomorrow," he said.

In New Jersey, hundreds of coastal residents started moving inland. Christie's emergency declaration will force the shutdown of Atlantic City's 12 casinos for only the fourth time in the 34-year history of legalized gambling here. City officials said they would begin evacuating the gambling hub's 30,000 residents at noon Sunday, busing them to mainland shelters and schools.

The storm also forced the presidential campaign to juggle schedules. Romney scrapped plans to campaign Sunday in Virginia and switched his schedule for the day to Ohio. First lady Michelle Obama canceled an appearance in New Hampshire for Tuesday, and Obama moved a planned Monday departure for Florida to Sunday night to beat the storm. He also canceled appearances in Northern Virginia on Monday and Colorado on Tuesday.

Smoke-free legislation was associated with substantially fewer hospitalizations and deaths from heart and respiratory diseases, according to research in the American Heart Association journal Circulation.

Researchers reviewed 45 studies covering 33 smoke-free laws at the local and state levels around the United States and from countries as varied as Uruguay, New Zealand and Germany and found:

  • Comprehensive smoke-free laws were associated with a rapid 15 percent decrease in heart attack hospitalizations and 16 percent decrease in stroke hospitalizations.
  • Smoke-free laws were also rapidly followed by a 24 percent decrease in hospitalizations for respiratory diseases, including asthma and chronic obstructive pulmonary disease.
  • The most comprehensive laws those covering workplaces, restaurants and bars resulted in the highest health benefits.

"The public, health professionals and policy makers need to understand that including exemptions and loopholes in legislation such as exempting casinos condemns more people to end up in emergency rooms," said Stanton Glantz, Ph.D., senior study author and director of the Center for Tobacco Control Research and Education at the University of California, San Francisco. "These unnecessary hospitalizations are the real cost of failing to enact comprehensive smoke-free legislation."

The findings support the American Heart Association's position that smoke-free laws should be comprehensive and apply to all workplaces and public environments, including restaurants, bars and casinos. The analysis also is consistent with other studies that have found smoke-free laws were followed by significant decreases in acute heart attack and other cardiac-related hospital admissions.

"Stronger legislation means immediate reductions in secondhand smoke-related health problems as a byproduct of reductions in secondhand smoke exposure and increases in smoking cessation that accompany these laws," Glantz said. "Passage of these laws formalize and accelerate social change and the associated immediate health benefits."

Repopulation of countryside is essential tool to avoid major fires, Spanish experts say

ScienceDaily (Oct. 28, 2012) ? The Universitat de Val?ncia presented a preliminary report on the major fires Valencia suffered this summer. The report, lead by the professor of physical geography Alejandro P?rez Cueva, suggests that repopulation of the countryside is an essential tool to avoid major forest fires, and points out alternative solutions such as biological firewalls that involve developing pastures.

The document was presented during the celebration of the 1st Forum of Forest Fires Universitat de Val?ncia-Ayuntamientos, which is an encounter between the academic institution and the town councils to discuss the forest fires that took place last summer. It was held at the Botanic Gardens and its goal was to detect 'the needs of the towns affected by the fires and promote the relations between the local authorities and the University experts', as the Vice-Principal stated.

The experts analyzed this summer's major fires -Benag?ber, La Safor, Cortes, Andilla and Chulilla-, which destroyed a total of 63.520 hectares. 'We are studying the basic elements of the disasters like the use of the land and the weather conditions, but also the impact of the fires on biodiversity', said P?rez Cueva. For example, the Andilla and Cortes fires affected valuable areas including the Sierra Calderona nature reserve, Mart?s, El Ave, and Malacara ranges, La Mola de Cortes and El Caroig, or the central stretch of the river Palancia; four micro flora reserves; three fauna reserves in Alcublas and two caves used by bats.

This report also analyzes socio-economic and demographic issues. 'We can see once again that population decline in rural areas has favoured major fires', adds the professor. The municipal areas that have suffered the most are Dos Aguas (94,9%), Macastre (77,3%), Saca?et (67,45%), Alcublas (66,6%), Bugarra (66,2%), Teresa (59,38%), Catadau (49,2%), Llocnou de Sant Jeroni (42,11%), and Chulilla (38,36%).

'Our work proves that conventional firewalls and natural barriers have not worked, so it is urgent to implement biological firewalls, something which is already included in the regional forest planning regulation. This involves recovering traditional activities such as pastures or farming activities', P?rez Cueva said. He also pointed out the importance of avoiding the use of heavy machinery on burned land to avoid erosion.

Regarding the influence of the weather, scientists analyzed the disasters and found that the wind caused the fire to behave in three different ways. In the first of the fires, Benag?ber (440 hectares), flames were caused by a cold breeze that stopped at nightime. In the second one however, La Safor area (1.329 hectares), there was a central focus and variable East and West winds whereas the three last major fires in Cortes (32.443 hectares), Andilla (21.249 hectares) and Chulilla (8.057 hectares), were characterized by the classic and very persistent South-East wind.

The towns' mayors claimed for a political will to implement effective measures of recovery. Manuel Civera from Alcublas stressed the economic value of the natural and environmental resources as well as the food products that are provided by these inland towns. He also added that despite all the regional, national and European regulations depopulation has not been avoided, so there must be a real political effort to change the situation.

The representative of the town council of Enguera, Santiago Ar?valo, stated that 'there will be no society without a cohesion between the coastal zones and inland areas.' He also stressed the need to start new economic activities such as the use of forest biomass to produce energy.

Business Ethics Insight: Most organizations of size have compliance ...

by Michael Josephson on October 27, 2012

A much more effective approach is compliance plus ethics.

Every aspect of an effective compliance-plus initiative should be grounded in the core values of ?ethics and honor including honesty, integrity, respect, responsibility, fairness and caring. Strict compliance without these underlying ?values will not protect the company from resource-draining and demoralizing scandals and accusations nor will it build the company?s credibility or its reputation.

Compliance is about doing what you must do (or not doing what you?re not allowed to do) while ethics is doing what you should do. We must continually stress compliance is a minimum baseline but that many things that are permissible are not proper and that many things that are legal are not ethical.

Most stakeholders judge a company by its values.

Calif. man charged in deaths of 3 family members

SACRAMENTO, Calif. (AP) ? A 19-year-old Northern California man accused of fatally stabbing his sister-in-law and young niece and nephew was formally charged with three counts of murder Friday at his first court appearance.

Authorities have yet to release a motive, but Grigoriy Bukhantsov's attorney said after the hearing that his client appears to have psychological problems and a history of drug and alcohol abuse.

Bukhantsov faces the possibility of the death penalty, but Sacramento County Assistant Chief Deputy District Attorney Stephen Grippi said it could be several months before prosecutors decide whether they'll pursue it.

"That decision will be made after a much more complete evaluation," Grippi said. "We have to do a full investigation of his background."

Bukhantsov was arrested early Wednesday, hours after his older brother returned to his suburban Rancho Cordova home to find his 23-year-old wife, Alina Bukhantsov, dead along with their 3-year-old daughter, Emmanuela, and 2-year-old son, Avenir. The couple's 6-month-old baby, Mark, was found unharmed in a crib.

Alina and her son both died of stab wounds to the neck and torso, the Sacramento County coroner's office said Friday. Emmanuela died of stab wounds to the chest.

Sacramento County sheriff's spokesman Sgt. Jason Ramos said investigators recovered several knives.

"We recovered at least one knife from the scene, as well as several other things that could possibly be murder weapons, but they have to do the testing on them to make sure," Ramos said Friday.

Supervising Assistant Public Defender John Perkins said he visited Grigoriy Bukhantsov in jail before Friday's brief court hearing.

"It's obviously a tragedy for the family, everybody involved in the case," Perkins told reporters outside the courtroom after the hearing. "He's distraught, very confused."

Perkins said it was appropriate that his client was being held in a psychiatric unit at the county jail, where he was being watched closely to make sure he doesn't harm himself.

"Obviously we're going to vigorously defend all aspects of the case," Perkins said. Later, he added, "It appears that we have maybe a psychological history, and some mental health issue," along with reports from the family that Bukhantsov had a history of using drugs and alcohol.

Bukhantsov also has a prior conviction for a 2011 residential burglary in which he pleaded no contest to stealing a woman's iPod from her bathroom.

The suspect, dressed in an orange jail jumpsuit, did not enter a plea during his initial court appearance. He kept his eyes cast on the floor, looking up only briefly to acknowledge his name inside a heavily guarded courtroom in the county jail. Four bailiffs stood with him inside a cage.

Bukhantsov's next hearing was scheduled for Nov. 26.

Sheriff's homicide Sgt. Jim Barnes said Bukhantsov has refused to discuss the deaths and investigators have not determined a motive.

Deputies say the suspect had a troubled relationship with his family, and court records show his parents and siblings sought restraining orders because they were afraid of him. He repeatedly threatened to stab, shoot and burn them to death, struck his relatives, punched holes in walls and showed signs of using drugs and alcohol, family members said in the court filings.

Alina Bukhantsov's husband, Denis Bukhantsov, said his brother was calm when he showed up at the family's home Monday night seeking shelter from a rainstorm.

Barnes said the suspect showed no signs of intoxication when he was arrested, but drug test results are pending.

Increasing Knee Surgery Numbers Raises Deeper Health Concerns ...

Most people agree that healthcare options in the United States have increased, as has the cost required to obtain them. The lifespan of Americans has increased along with the desire to live a longer life, as long as we remain in good health. Longer lives may be one reason why elderly people are getting joint replacements in much higher numbers than in previous years.

A study was recently published in the Journal of the American Medical Association about more than three million patients with Medicare who received?knee replacements. The patients were at least 65 years old and had knee surgery between 1991 to 2010. One aspect the study focused on was the impact that other health-related conditions, such as obesity, had on the surgeries.?During the period of the study, the number of joint replacement procedures more than doubled and continued to increase by 162 percent by the end of the study. Besides the initial replacement surgery, follow-up procedures increased due to other health-related issues or to repair previous knee replacements.?The number of people eligible for the knee replacement surgery increased during the study. The number of older Americans increased during that time and the majority cited the desire to be more active in their later years as a reason for the surgery. Nearly 60 percent of the knee surgeries performed were covered by Medicare, which pays a very small portion of the overall cost of the material and procedures.

The knee replacement surgery does very well at getting an individual mobile once again. There are several conditions that increase the wear and tear on joints, ultimately requiring replacement to maintain an active lifestyle. Osteoporosis is a wearing down of bone without being naturally replenished by the body. Diabetes causes a lack of blood flow to bones and joints reducing bone growth. Obesity puts an extra burden on joints and causes them to deform and wear out because of the extra stress of supporting too much weight.?In the study, nearly 12 percent of the patients getting their first knee replacement were obese, an increase from four percent in previous years. Obesity can be a factor in arthritis, which is the primary reason for knee replacements.?Those who might require?mobility assistance?while awaiting or recovering from surgery are well taken care of.

In a study by the?Center for Disease Control and Prevention?published early this year, it is estimated that more than 40 percent of the American population will be obese by 2030.?The current obesity rate is around 35 percent. The implication is that obesity-related medical procedures will continue to rise, as will the cost of our overall health care system.?The additional burden on the healthcare system could range from $45 billion to $65 billion.

Obesity is one area of a person?s health that most people can control. Few people have conditions that cause obesity without some assistance. As our population gets older and we have the chance to live longer, we?re faced with a huge problem that can be solved. It will be the individual?s attention to their own health and weight that will bring these numbers down.?These studies highlight the impact that our weight and attitude about health have on the cost of our healthcare.

Watching our weight, reducing the number of obesity-related illnesses and resulting surgeries, as well as spending fewer days in the hospital, will pay off for us all in the future.

Las Vegas' most popular casinos

11 hrs.

Sure, regular visitors have their favorites, but Vegas isn?t for loyalists. It?s for seekers of the hottest, the newest, the now. And lately, they want to be seen at the?Cosmopolitan, where a massive chandelier conceals a three-story bar and casino cabanas overlook the Strip.

So it?s no surprise that the attention-grabbing Cosmopolitan gets more check-ins on Foursquare than any other casino in Vegas. The social site, which counts five million check-ins worldwide daily, reviewed its Vegas data from Aug. 2011 to Aug. 2012 to provide Travel + Leisure with this exclusive list of the most popular casinos in Sin City. (After all, even if what happens stays secret, half the fun is letting all your friends know you?re in Vegas, baby.)

Slideshow: See Las Vegas' most popular casinos

Established hotels, too, are coming up with new reasons to check in, spending millions on upgrades like the sunlit high-limits slot rooms at the?Wynn Las Vegas?(No. 14) or a refresh of the 171,500-square-foot casino at?MGM Grand?(No. 2). The biggest efforts go into the kinds of celeb-chef restaurants, retail stores and entertainment venues that increasingly divert visitors? attention from gambling.

Look for the Hakkasan restaurant and club coming to MGM Grand in 2013; four zip lines running between the?Luxor?pyramid and the?Excalibur; a giant observation wheel at the?Flamingo; and Gordon Ramsay?s first Vegas restaurant. At the No. 7-ranked?Venetian, a mobile sports betting app makes it easier than ever to venture away from the casino floor.

While you can gauge the hipness of a casino by its volume of check-ins, that won?t predict your likelihood of winning big. But at least one thing?s certain: the lure of a deal. Foursquare found that the casinos with the most loyal patrons (those that got the most check-ins from repeat visitors) are affordable options like?Circus Circus?and Aquarius Casino Resort.

Read on?for the latest buzz about Vegas?s popular hotel casinos, plus tips like where rookie gamblers can get free poker lessons, which 500-dish buffet is worthwhile and how to score reservations at the soon-to-open Nobu Hotel at Caesars Palace.

And wherever you are right now, check in to Foursquare and follow?Travel + Leisure?for tips and curated recommendations in hot spots around the world.

Letter: Scott Brown's Health Care Policy Harmful for Winchester ...

According to the 2010 Census, 3,460 people age 65 and older live in Winchester, and every one of them should be deeply concerned about Republican Scott Brown?s health care policy.? The centerpiece of Brown?s health care policy is working to repeal the Affordable Care Act, the federal health care reform law known as ObamaCare.

National health care advocacy organization Community Catalyst Action Fund released a new analysis finding that, if the Affordable Care Act (?ObamaCare?) is repealed, senior citizens in Winchester and across Massachusetts will be saddled with higher costs and fewer benefits.

ObamaCare, as it is known, lowers seniors? Medicare premiums and out-of-pocket costs by an estimated $500 per year.? This means that, if Republican Scott Brown gets his way and repeals ObamaCare, seniors? Medicare costs will go up about $5,000 over the next decade.

ObamaCare also fills in the so-called ?donut hole? in prescription drug coverage for seniors.? Between January and August of this year, 31,000 Massachusetts residents hit the ?donut hole.?? ObamaCare saved those Medicare beneficiaries an average of over $600 per person.? This means that, if Republican Scott Brown gets his way and repeals ObamaCare, seniors? prescription drug costs will go up dramatically.

Also, during the first eight months of 2012, over 500,000 Medicare beneficiaries across Massachusetts took advantage of no-cost preventive services thanks to ObamaCare.? If Republican Scott Brown gets his way and repeals ObamaCare, seniors will lose these no-cost preventive services.

Policy decisions made in Washington D.C. have a real and direct impact on the residents of Winchester.? The health care policy that Republican Scott Brown is advocating would have a decidedly harmful impact on Winchester's seniors.

The Scoop on Poop: Pet Waste a Major Polluter of Md. Waterways ...

ANNAPOLIS ? When you fail to pick up after your pooch, you may be doing more than irking the next-door neighbors.

Studies conducted over more than a decade in watersheds across the state have found that pets produce up to one-third of bacterial pollution in waterways near developed areas.

That?s right. Dog poop is the source of startling amounts of E. coli, Giardia, salmonella and other microscopic pathogens in local waters.

In extreme cases, 68 percent of bacterial pollution in the Severn River watershed has been recorded as coming from pet waste. And a whopping 87 percent of bacterial pollution in the Magothy River?s Forked Creek tributary has been traced back to pets.

The findings come from more than 50 studies by the Maryland Department of the Environment and Salisbury University tracking waterborne bacteria back to its sources. Acting as poop sleuths, scientists have been able to determine whether waste came from humans, livestock, wildlife or pets based on a bacteria?s unique patterns of resistance to antibiotics.

That?s because different antibiotics are used to treat people and various animals, said Mark Frana, professor of biology at Salisbury University, who has been involved with the studies since 1999.

?If fecal material gets into water systems, there?s an increased risk to human health,? Frana said.

In addition to carrying a host of disease-causing bacteria and parasites, untreated doggy doo is rich in nutrients that foster algae blooms and contribute to oxygen-depleted dead zones downstream, including the Chesapeake Bay.

So why don?t more people bag their dogs? bunk?

A 1999 study by the Center for Watershed Protection found that 41 percent of bay-area dog-owners rarely or never pick up after their pets.

Most people simply don?t make the connection between pet waste and water quality, said Suzanne Etgen, Watershed Stewards Academy Coordinator at the Arlington Echo Outdoor Education Center.

Etgen recently taught a Watersheds Steward Academy class on behavior change where she had her students survey their communities to find out why people don?t pick up after their dogs.

?Most people said that they do pick up their pet waste when they?re out in public, but not when the dogs are just in their backyard,? Etgen said. ?People don?t really perceive that it?s that important when it?s just ?poop in the woods.??

But that waste is carried downstream during rainstorms and enters waterways as runoff or through storm drains. The influx of untreated dog logs contributes to spikes in overall bacteria after rainfall, often causing recreational areas to close.

After rainfall, all Anne Arundel County beaches are under a no swimming or water contact advisory for two days due to high bacteria levels.

?Wherever that waste lands, there?s a potential for it getting into water systems,? Frana said.

People like Carolyn Ricketts, a Master Watershed Steward and graduate of the Chesapeake Bay Voices Program, are working to raise awareness of the problem of dogs? unbagged bits in their local communities.

?Most people are not aware that pet feces contain such a high level of pathogens ? bacteria that are not being treated. And it does impact our water systems, and eventually the Chesapeake Bay,? Ricketts said.

She and several other graduates of Etgen?s course are circulating flyers outlining the health risks of dog waste in Annapolis.

Waste disposal stations equipped with bags for picking up your pooch?s piles are also in the works, as is a mobile phone app mapping their locations in the city.

The most effective way to change behavior is through word of mouth, though, Ricketts said.

?You have to hear the concrete data about the types of pathogens that are carried in pet feces,? she said. ?You have to hear it more than once, from more than one source.?

It?s not been released what exactly the post was but it must have been outrageous to cause a mother to turn her own children in. Can you imagine how hard that must have been?

When crime scene investigators went through the family?s home, they found Autumn Pasquale ?s BMX bike, her backpack and other belongings.

Several people in Autumn Pasquale?s small hometown of Clayton, New Jersey said they saw both boys at the vigil held Monday night for Autumn. They had the balls to stand among her friends and family and al the people who were praying for her safe return, all the while knowing that she was never coming home because she was dead. Autumn was in the recycling bin, because those little sick fucks put her there.

Justin Robinson lured her to their house with the promise of trading BMX parts, where Justin and Dante Robinson strangled a little girl for her bike, stole her from all the people who loved her and then they tossed her out trash.

Both boys turned themselves in Tuesday and have been charged with first-degree murder, conspiracy to commit murder, disposing of a body, tampering with evidence and theft. The younger boy is also charged with luring.

The brothers, who are 15 and 17, are charged as juveniles. But Prosecutor Sean Dalton said it?s likely he?ll ask that their case be moved to adult court.

As the mother of little girls, I can?t imagine what her parents are going through. I?d imagine they are beside themselves with grief and anger. The mother of the boys, my heart breaks for her because it could not have been an easy choice to turn her sons in but she did what was right. This case has left two families broken and one little girl dead.

These boys are monsters and need to be locked away from society. They are obviously dangerous if they can be so cold and commit such a heinous crime at such a young age with no remorse and have the gall to not only throw Autumn Pasquale in the garbage but to attend her vigil and look her parents in the eyes knowing what they did. They are deviants. A throat punch is too good for these boys.

My heart goes out to their mother and the parents of Autumn Pasquale.
